Renovation of the facade of a production building

The bidder is excluded if it has tax, levy or environmental charge arrears, or arrears of taxes or social security contributions under the law of its country of establishment. If arrears are identified, the contracting authority may grant a deadline for payment or rescheduling. Bidders from third countries are also excluded from the procedure. If necessary, the bidder must state its country of origin so that the contracting authority can verify whether the country is among the permitted countries.

The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 500,000 per year. If the bidder is not an Estonian company, it must be ready to submit a copy of its annual accounts. Turnover must be provided on the registry form. Within the 60 months before the start date of the procurement, the bidder must have carried out facade renovation works on at least two buildings, and each contract must have had a value of at least EUR 125,000. For the references, the bidder must provide the client’s name and contact details, a short description of the works performed, the contract value, and the month and year of acceptance. The bidder must have a valid ISO 9001 quality management system certificate or an equivalent certificate, and a valid ISO 14001 environmental management system certificate or an equivalent certificate. A copy of each certificate must be submitted. The exact bid format and required evidence must be submitted in the form specified in the procurement documents and forms.
