Compliance requirements
A bidder is excluded if it has tax arrears or if it comes from a third country that is not covered by the EU, EEA, WTO GPA or a reciprocal free trade agreement. The bidder must state its country of origin and confirm that it has no tax debt. If tax arrears are found, the contracting authority may grant a deadline to pay or defer the debt.
Qualification criteria and exclusion grounds
The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 500,000 per year. The bidder must provide the turnover in the register form and, if needed, a copy of the annual accounts. In the 60 months before the start of the procurement, the bidder must have carried out facade renovation works on at least two buildings; each contract must have been worth at least EUR 125,000. The references must show the client’s name and contact details, a short description of the work, the contract value, and the month and year of acceptance. The bidder must have a valid ISO 9001 or equivalent quality management certificate and a valid ISO 14001 or equivalent environmental management certificate; copies of both must be submitted. The bid must be submitted in the structure required by the procurement documents, the bill of quantities must be completed, and evidence of equivalence must be added where relevant. If it is a joint bid, a power of attorney for the joint bidders must be attached. The bidder must confirm that the bid complies with the tender documents, that all works will be carried out according to the project documents, that contractual penalties are accepted, that the completed construction works carry at least a 4-year warranty, and that the bid remains valid for at least 3 months from the submission deadline. Any trade secret must be marked and justified in the bid, but the bid price may not be marked as a trade secret.
