Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. In a joint bid, an authorised representative must be appointed. The bidder must also confirm that it will not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 2 dust-free surface construction works and at least 2 gravel surface maintenance repair works during the last 60 calendar months. Similar works are defined as gravel road surfacing works together with initial construction; resurfacing of an existing paved road is not considered similar work. The bidder must provide details of previous clients and evidence that the works were performed properly.
The nominated project manager must have acted as project manager on at least 2 similar works with a value of at least EUR 200,000 excluding VAT each during the last 5 years (April 2021 to April 2026). A summary of the project manager’s experience is required.
For the project manager, at least a level 7 road engineer professional certificate is required. The bidder must provide the technical staff details, qualifications and experience, and where relevant evidence of professional competence.
For the crushed gravel pos 6 (fr 0/31.5) used in the works, the bidder must submit a grain-size composition and fines content test report issued between April 2024 and April 2026 inclusive, as well as the quarry’s production control certificate and declaration of performance. If these data do not confirm compliance with point 4.1 of the technical specification, the bid will be deemed non-compliant and rejected.
The bidder must complete the attached cost schedule and bid form and confirm that the bid complies with the tender documents and, where necessary, that equivalence has been explained and supporting evidence attached.
