Compliance requirements
The machine-readable notice lists the standard exclusion grounds, mainly criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder or its managers, representatives or supervisory body members must confirm whether any such final conviction exists within the last five years, or whether an exclusion period is still in force. The notice also mentions self-cleaning: if an exclusion ground exists, the bidder may provide evidence of measures taken to restore reliability, where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 2 dust-free surface construction works and at least 2 gravel surface maintenance repair works during the last 60 calendar months. Similar works mean gravel road surfacing works together with the construction of the start section; resurfacing of a road with an existing surface is not considered similar work. The bidder must provide details of previous clients and evidence that the works were performed properly.
The nominated project manager must have acted as project manager on at least 2 similar works, each with a value of at least EUR 200,000 excluding VAT, during the last 5 years, from April 2021 to April 2026. The bidder must provide a summary of the project manager’s experience and evidence of qualifications.
For the gravel used in construction, the bidder must submit a test report on the grain composition and fines content of crushed gravel pos 6 (fr 0/31.5), issued between April 2024 and April 2026, as well as the quarry’s production control certificate and declaration of performance. If these data do not meet the technical description requirements, the bid will be deemed non-compliant and rejected.
The bid must comply with all requirements set out in the tender documents, and conditional bids are not allowed. If the bidder relies on equivalence, this must be explained and supporting evidence must be attached to the bid documents.
If the machine-readable notice does not contain precise requirements, they must be checked in the official tender documents. This applies to any additional compliance details not explicitly listed here.
The machine-readable notice did not include precise exclusion grounds beyond the standard criminal-conviction grounds; these must be checked in the official tender documents if further detail is needed.
The machine-readable notice did not include precise qualification details beyond those summarised here; any additional requirements must be checked in the official tender documents.
