Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

For lot 1, the bidder’s total net turnover for the last three financial years must be at least EUR 20,000 excluding VAT. For lot 2, the total net turnover for the last three financial years must be at least EUR 8,000 excluding VAT. The bidder must provide turnover data in the ESPD, and the contracting authority will verify it in national databases. As to technical and professional capacity, for lot 1 the bidder must have properly performed up to two contracts during the last 36 months with a total value of at least EUR 20,000 excluding VAT. The bidder must provide the contract value, dates of conclusion, description of the subject matter, and the name and contact details of the other contracting party. Customer confirmation letters may be added to speed up the process. The bid must be submitted in the required format and include all documents and forms required by the tender documents. For lot 1, a power of attorney must be attached if the bid is submitted by a person whose authority does not arise from law and cannot be verified from public registers. In the case of a joint bid, a power of attorney for the joint bidders’ representative must be attached. The bid price must be provided in the required structure and must include all costs, taxes, fees, overheads and profit. If an equivalent solution is offered, equivalence must be explained and supporting evidence must be attached.
