The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour or other forms of trafficking in human beings, fraud, or terrorist offences related to the commission of a terrorist act or terrorist activity. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. As for subcontractors, first-tier subcontractors are checked during contract performance and must submit the ESPD.

The bidder must hold the Heritage Board operating licence required for carrying out the relevant construction works and provide proof of it. When submitting the bid, the bidder must complete the bid table according to the required structure and confirm that the bid complies with the tender documents. At contract award, a suitably qualified site manager responsible for the works must be engaged, and their presence on site is mandatory. If any more specific qualification or compliance requirement appears only in the tender documents, it must be checked there.
