Compliance requirements
The machine-readable notice included the standard exclusion grounds for criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must answer the self-declaration questions and, where applicable, provide dates, reasons, the convicted person, the exclusion period, self-cleaning information, and electronic evidence details. The notice also states that subcontractors to be replaced under the law are not to be used in contract performance.
Qualification criteria and exclusion grounds
The bidder must hold the Heritage Board operating licence required for the relevant construction work and submit that licence. The bidder must also provide a suitably qualified site manager (level 6) responsible for the works; the site manager must be present on site and be engaged at contract award. The average annual turnover for the previous three financial years, for the period 01/01/2023–31/12/2025, must be at least EUR 600,000. The bid must comply with the procurement documents, and if equivalence is relied on, supporting explanations and evidence must be attached. In a joint tender, a power of attorney from the joint bidders must be included.
