Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also requires answers on payment of taxes and social security contributions and, where relevant, whether the information is electronically available. The compliance conditions also include a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers representing more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of or persons acting on their instructions. If this condition is not met, the bid will be rejected.
Qualification criteria and exclusion grounds
The bidder must submit a description of the service methodology, including the integrated audit, MRV and implementation approach. The bid must also include the integrated energy and resource audit methodology, the tCO₂e calculation methodology, the treatment of emission factor sources, the justification for selecting the pilot companies with selection criteria and process, the methodology for selecting companies, the MRV logic including baseline, normalisation and measurement points, and the approach to tCO₂e savings. If industrial symbiosis potential is included, it must also be described. In addition, the bidder must provide a description of work organisation, schedule and risk management, including an action plan, detailed timetable, milestones and a risk plan. The lead auditor must hold at least one valid certificate during the audit: ISO 50002-1:2025, ISO 50002-2:2025, ISO 50002-3:2025, or an equivalent certificate; equivalence must be demonstrated if applicable. The bid must also include the lead auditor’s details and a copy of the certificate, and, where relevant, a power of attorney proving representation rights. The bid price must be submitted in the required structure and include at least the approximate cost of the audit, MRV, the integrated audit model, and the energy and resource saving measures.
