Compliance requirements

The bidder must confirm the standard exclusion grounds relating to final convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other mandatory exclusion grounds listed in the tender passport. If any exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed. The bidder must also confirm that it can provide evidence of payment of taxes and social security contributions or allow the contracting authority to obtain this information from a free electronic database. Qualification criteria and exclusion grounds

The lead auditor must hold an authorised energy efficiency specialist qualification at level 8 with an additional competence in enterprise resource efficiency auditing, or an equivalent professional qualification or certificate proving competence to carry out energy and resource audits. If the lead auditor does not have the additional resource efficiency auditing competence, the requirement may also be met through prior experience in carrying out enterprise resource efficiency audits. In that case, the bidder must submit the lead auditor’s CV showing at least the description of previous resource efficiency audits and the auditor’s role, the timing of the projects, and a short description of the work. The bid must also include a document describing the service methodology, the justification for selecting the pilot companies, the MRV logic and the tCO₂e calculation methodology. The bidder must explain the integrated audit methodology, the handling of emission factor sources, the company selection methodology, the baseline, normalisation and measurement points, the treatment of tCO₂e savings, and, if submitted, the description of industrial symbiosis potential. The bidder must submit a work plan, detailed schedule, milestones, work organisation description, risk management description and risk plan, including risks related to data availability, timetable and data protection. The bid must be submitted by the legal representative or an authorised person, and if the submitter is not the legal representative, a power of attorney must be provided. The bid must also include a detailed price breakdown covering at least audit, MRV, the integrated audit model, and the approximate cost of energy and resource saving measures. The bidder must confirm that the bid follows the required structure for the pricing sheet and that any equivalence has been explained and supporting evidence attached. If the bid is submitted jointly, a joint bidder power of attorney must be attached.
