The bidder must confirm the standard exclusion grounds, including no final conviction for participation in a criminal organisation, corruption, fraud and other listed offences or grounds. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include the full list in one place; the exact exclusion grounds and any recovery/self-cleaning details must be checked in the official tender documents.

The bidder must have an annual turnover of at least EUR 200,000 in each of the last financial years ended by the start of the last three procurements. If the turnover data are not publicly available in the Commercial Register, the successful bidder may have to submit extracts from the annual accounts. The bidder must have previous experience in selling firefighter footwear and/or work and protective footwear: at least 3 properly performed contracts in the 36 months before the start of the procurement, with at least 200 pairs supplied in a single delivery under each contract. If the bidder relies on another company’s resources, the ESPD must also be submitted for that company, and that company must confirm the absence of exclusion grounds and compliance with the relevant selection criteria.
