The tender concerns a framework agreement for supplying food products for persons deprived of liberty in the South-West Oltenia region for 24 months. The contract is divided into many lots, and up to three economic operators may be selected per lot. The European Single Procurement Document must be completed, and supporting certificates or client references may later be requested from the top-ranked bidders. If subcontracting is used, the bidder must state which parts of the contract will be subcontracted and identify the proposed subcontractors. The main supply activity may not be subcontracted; subcontracting is allowed only for secondary or related activities. Subcontractors must also be covered by the European Single Procurement Document and, where relevant, supporting documents. The bidder and its managers must not fall within the exclusion grounds, including criminal organisation, corruption, fraud, terrorism, money laundering, child labour or trafficking, unpaid taxes or social security contributions, breaches of environmental, social or labour law, bankruptcy, insolvency, liquidation, grave professional misconduct, conflict of interest, false statements or withholding of documents. The bidder must confirm this in the European Single Procurement Document, and the contracting authority may later request tax certificates, criminal record extracts and other evidence. Failure to submit the European Single Procurement Document with the tender may lead to rejection of the tender.
