Summary

The tender concerns a global performance contract for the design, construction, operation and maintenance of the Cléon-Saint-Aubin-lès-Elbeuf district heating network. The contractor will have to design and build heat recovery and production facilities, the buried heat network, delivery substations and, as an optional additional service, a photovoltaic installation. Operation and maintenance services cover the whole system during the contract term, together with some additional works and support tasks. The contract also includes performance commitments on energy, environmental and service quality targets.
