HERI2 design framework agreement 2026–2029

Summary

The tender concerns the HERI2 design framework agreement for 2026–2029. Under the framework agreement, design and expert assignments will mainly concern the Helsinki–Tampere railway section, including the Helsinki–Riihimäki capacity increase phases 2 and 3 and the Helsinki–Tampere major improvement starting phase. The assignments cover railway and road design, electrified railway and high-voltage design, signalling design, geotechnical design, bridge structure design and repair design, noise and vibration studies, environmental design and studies, environmental technical services, expert studies on the use of the rail network, and external inspection activities. Deliverables must be provided in Finnish. The framework agreement will be concluded with at least 3 and up to 4 suppliers; the fourth supplier is included only if its evaluated price is less than 20% above the cheapest bid. The estimated total value of the framework agreement is EUR 15,000,000 excluding VAT.
