Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it, make decisions on its behalf or control it have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, the commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the company may submit evidence of self-cleaning measures where permitted. The contracting authority may also reject the bid if subcontractors or suppliers breach the sanctions requirements related to the Russian Federation.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. The compliance requirements state that the bidder must submit the completed technical description and tender form, complete the pricing forms, and attach the vehicle’s technical data and scaled drawings showing the overall dimensions, superstructure layout and driver’s cab. If bidding jointly, the consortium must be registered, a power of attorney for the joint representative must be submitted, all consortium members must confirm the absence of exclusion grounds, and the bid must describe the size and nature of each member’s share. Maintenance and repair work for the vehicles must be carried out within 50 km of the contracting authority’s address at Kadaka tee 62a, Tallinn. The bid must confirm compliance with all tender documents.
