Provision of pre-treatment services for waste coded 20 03 01 mixed municipal waste generated in the territory of Byala Municipality

The tender concerns pre-treatment services for mixed municipal waste coded 20 03 01 generated in Byala municipality. The estimated annual volume is about 1,850 tonnes, or about 3,700 tonnes over two years. The contractor must separate recyclable fractions, organic biodegradable fractions, inert fractions and high-calorific fractions, shred the relevant fractions, biologically treat the organic fraction, bale and temporarily store separated waste where applicable, and transport the resulting waste for recovery or disposal. The bidder must have an operational waste pre-treatment installation or facilities with at least 1,850 tonnes per year of free capacity for the municipality’s waste. The site must include a reception area with a checkpoint and truck scale, unloading area, mechanical treatment area, biological treatment area and storage area. The bidder must hold a waste treatment permit or integrated permit, or an equivalent authorisation, covering the relevant treatment activities at the site where the offered installation is located. Foreign bidders must prove the right to carry out the activities in Bulgaria before contract signature. The bidder must provide a list of equipment, facilities and technical equipment, the free processing capacity, technical parameters, the way the installation is used and its location. At submission stage, it is enough to declare that the installation will be available during contract performance. The bidder must apply a quality management system compliant with BDS EN ISO 9001:2015 or equivalent, and an environmental management system compliant with BDS EN ISO 14001:2015 or equivalent. The winning bidder must provide valid certificates or equivalent evidence before contract signature.
