Vyšné Nemecké road border crossing, passenger transport – expansion of the workplace

Summary

The tender concerns the expansion and reconstruction of the passenger traffic facilities at the Vyšné Nemecké–Uzhhorod border crossing on the Slovak side. The works include new traffic lanes, canopies, a pedestrian corridor, a bus passenger terminal, a new building between the passenger and freight areas, variable traffic signage, EES-related biometric processing boxes, and multiple civil engineering and technical structures. A bidder must show experience with similar construction works over the last five years, with a total value above EUR 14,000,000 excluding VAT. The bidder must also prove at least one similar contract worth at least EUR 7,000,000 excluding VAT and one contract for the supply, installation or expansion of a camera system and security system worth at least EUR 200,000 excluding VAT. Key experts are required: a chief site manager and a site manager / deputy chief site manager, each with a building-construction certificate and relevant reference experience. The bidder must submit signed CVs for the experts and, where relevant, contact details or client-confirmed references. The bidder must also provide proof of at least ISO 45001 occupational health and safety management certification and ISO 14001 environmental management certification, or equivalent evidence. If the bidder does not hold the certificates itself, consortium, subcontractor or third-party resources may be used where this is permissible and can be demonstrated. The notice also includes standard exclusion grounds: no final convictions for corruption, money laundering, organised crime, terrorism, trafficking, business-related offences or procurement manipulation; no social security, health insurance or tax debts; no bankruptcy, restructuring or liquidation; entitlement to perform the works; and no final ban from public procurement. The contracting authority may also exclude bidders for false information, undue influence, conflicts of interest, serious breaches of environmental, labour, social or professional obligations, or serious contract-performance failures.
