Summary
The tender concerns the supply and installation of 100 new automatic level crossing systems (ASID) with full maintenance and fault-repair services on the Thessaloniki–Idomeni, Thessaloniki–Alexandroupoli, Thessaloniki–Florina, Strymona–Promachona, Piraeus–Platy and Alexandroupoli–Ormenio line sections. The bidder must be active in a trade, industrial or craft activity related to the subject of the contract and, where required, be registered in the relevant professional or commercial register. In Greece, the bidder must be registered with the relevant chamber if this is required by law for the service. The bidder must have annual turnover of at least EUR 17 million for each of the last three financial years: 2022, 2023 and 2024. If the company has operated for less than three financial years, the requirement is assessed for the period of operation. In a consortium, the turnover requirement may be met jointly by the members. The bidder must prove specific experience in the design, supply, installation, testing, commissioning, preventive and corrective maintenance of ASID systems and ETCS L1 automatic train protection systems. Experience must be evidenced by certificates issued by a contracting authority or by copies of contracts completed within the last 10 years. The certificates must state the time and place of performance and confirm timely and proper execution. If the documents are not in Greek, they must be officially translated into Greek. At the time of tender submission, the bidder must have the required key personnel: one electrical or mechanical engineer with at least 20 years’ experience in ASID, signalling and ETCS projects, and one electrical or mechanical engineer with at least 12 years’ experience in the same fields. If both experience requirements are not covered by one person, they may be combined across two people. A detailed CV, proof of experience and cooperation/employment documents must be submitted. The bidder must have an organised quality management system and submit ISO 45001:2018, ISO 37001:2016 and ISO 9001:2015 certificates, or equivalent evidence, with the tender. ISO 14001:2015 environmental management certification or equivalent evidence is also required. Equivalent accredited certificates are accepted, and other proof may be accepted if the bidder could not obtain the certificates in time for reasons beyond its control. The bidder must indicate any part of the contract it intends to subcontract and name the proposed subcontractors. If subcontracting exceeds 30% of the contract value, the contracting entity will also check the subcontractors’ exclusion grounds and may require replacement of a subcontractor.
