Complete study mission (inventory + follow-up of works) for bringing gas and electricity installations into compliance

The tender concerns a complete study mission for a housing portfolio: site visits, full inventories, identification of defects, feasibility studies and follow-up work to bring gas and electricity installations fully into compliance. The goal is to obtain a compliance certificate without reservations or observations. The contract covers 802 dwellings in the base contract, plus possible similar-service repetitions for 543 dwellings without an electricity compliance certificate and 867 dwellings without a gas compliance certificate. The bidder must provide a team of at least 5 people, including 1 administrative contact, 1 senior engineer and 3 technical staff. The senior engineer must have at least 10 years of experience in special technical systems. One technical staff member must have more than 5 years of experience, and two others at least 3 years of experience for carrying out visits. The bidder must also submit 1 to 3 similar references from the last three years, covering at least 200 housing units and EUR 45,000 excluding VAT in fees, together with proof of proper performance. A European Single Procurement Document is required, along with recent criminal record extracts, proof of tax and social security compliance, and an architects’ association certificate or proof of registration where applicable.
