Consultancy services for a study on in-house bus operations

Summary

The tender concerns a study that must provide a verifiable basis for deciding whether, and how, Vestland County can organise bus operations in-house in one limited contract area. The study should assess resource use, competition and flexibility, and describe the impact on county administration and financial risk management. It is limited to bus operations only; boats, ferries and light rail are excluded. The assignment is split into two phases: Phase 0 with two sub-deliverables and a political decision point, and an optional Phase 1 with additional analysis.
