Compliance requirements

The bidder must confirm that neither the bidder nor members of its administrative, management or supervisory body, nor persons with power of representation, decision-making or control, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have properly performed at least 1 catalog furniture sales contract in the 36 months before the contract notice was published, with a value of at least EUR 350,000 excluding VAT. A contract is considered completed when the furniture has been delivered, installed and accepted by the client. The bidder must list this contract in the ESPD with the signing date, value, other contracting parties and the public procurement reference number, if any. If the bidder relies on the resources of another company or a subcontractor, the bidder must also provide the required information about that company and its consent to participate in the performance of the contract to the extent relied upon. When submitting the tender, the bidder must also comply with the compliance requirements: the tender must match the procurement documents, a joint tender must name an authorised representative, the signatory must have the right to represent the bidder, and the price schedule must be completed in the required structure. For the furniture, technical specifications or a product page link must be provided, together with proof of equivalence where needed. The bidder must also confirm that the offered goods are not subject to international sanctions and that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value. For wooden furniture, the bidder must confirm that the wood comes from legal sources and provide proof of origin upon delivery.
