Qualification criteria and exclusion grounds
The bidder’s net turnover in the construction works sector for each of the last three completed financial years must be at least EUR 20,000,000 per year; the notice names the years 2025, 2024 and 2023. The bidder must provide the turnover figures for those years.
The bidder must have properly performed at least two similar contracts within the last 60 months. A similar contract means a main contractor construction contract for erecting, extending or fully reconstructing a building, where the building falls under use codes 12110, 12200, 12300 or 12600 and the contract value was at least EUR 7,000,000 and/or the works covered a building, part of a building or a building complex with at least 5,500 m² of enclosed net floor area, and the building had at least five above-ground storeys. For the references, the bidder must provide the client, main content, completion time and, where applicable, the public procurement reference number; the successful bidder must be ready to provide evidence that the works were performed properly.
The bidder must involve a project manager who participates personally in contract performance. The project manager must have at least a level 6 construction engineer qualification with specialisation in building construction and the competence of managing construction activities, or a level 6 construction manager qualification with specialisation in general construction. The project manager must also have experience, within the last 60 months, in at least one similar construction contract as the main contractor’s site manager or project manager. A CV must be submitted for the project manager; if the person is not the bidder’s employee, a signed confirmation from the project manager and, if applicable, the employer must be included. If the qualification certificate was issued outside Estonia, a document from the competent authority must be submitted.
The bidder must have a quality management system in the construction sector that meets at least EVS-EN ISO 9001 requirements, and an environmental management system that meets at least EVS-EN ISO 14001 requirements. A copy of the standard or documents proving an equivalent system must be submitted for both systems.
