Compliance requirements
The machine-readable notice includes mandatory exclusion grounds from the criminal convictions section. A bidder must confirm whether it or its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other listed offences, and whether any exclusion period still applies. If an exclusion ground exists, the bidder may indicate self-cleaning measures and, where available, provide electronic evidence. The exact list continues in the tender documents and must be checked there.
Qualification criteria and exclusion grounds
The bidder must submit a bid that complies with the technical specification, including a study plan, a team description, and the required CVs and supporting documents. The research team must consist of at least three members: a project manager, an analyst and an expert. If roles overlap, an additional person must be added so that each mandatory role is covered by a separate qualified person.
The project manager must have higher education and must have acted as project manager or team leader in at least two social sector applied research, impact assessment or policy analysis projects during the 60 months before the start of the procurement. The project manager’s CV must be submitted.
The analyst must have at least a master’s degree or equivalent qualification and must have participated in conducting at least two social sector studies using qualitative methods during the 60 months before the start of the procurement. The analyst’s CV and a copy of the education certificate must be submitted.
The expert must have at least a master’s degree or equivalent qualification in social sciences or a related field, with the curriculum or specialisation related to children, families, social protection or child protection. The remainder of the expert requirement was not fully visible in the machine-readable text, so it must be checked in the tender documents.
The bid must also describe the division of roles and cooperation within the team, and any additional competences offered by the bidder if applicable. Awarding will be based on the evaluation methodology.
