Compliance requirements
The tender documents include mandatory exclusion grounds. A bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures, where allowed by the procurement rules or the tender documents. Qualification criteria and exclusion grounds
The bidder must demonstrate financial capacity: the net turnover for each of the last three completed financial years must be at least EUR 1,000,000 for the relevant lot. If the bid is submitted for both lots, the turnover must cover the sum of those lots. The bidder must provide the net turnover figures for the 2025, 2024 and 2023 financial years in the ESPD. The bid must also include Form 2, a separate price for each lot according to Form 3, and for lot 1 the description and specifications of the offered products. In the case of a joint bid, an authorised representative must be appointed and a power of attorney plus a statement on joint and several liability must be submitted.
