Compliance requirements
The bidder must confirm the mandatory exclusion grounds from the tender passport, including participation in a criminal organisation, corruption and fraud. The notice also refers to the usual self-cleaning possibility: if an exclusion ground exists, the bidder may submit evidence that it has taken measures to restore reliability, where this is allowed by law or provided for in the tender documents. The machine-readable notice does not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
To make the bid compliant, the bidder must submit the form “Printing service volumes”. All rows in the form must be completed and no row may have a price of 0 or a negative value. The bidder may not alter the rows; only the requested prices may be entered. The bid price must include all costs, including delivery to the contracting authority’s location. If row 16 D is shown separately on the form, its price must be entered in the register’s bid price form excluding VAT, in euros. If the bidder wants extra evaluation points, it must provide evidence that it is entitled to mark the print product with a recognised eco-label or a responsible supply-chain label, and it must attach a copy of the label certificate or another equivalent document. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also confirm compliance with the procurement documents and, where relevant, provide evidence of equivalence. The tender passport requires a list of managing or authorised persons who are not visible in the eRHR automatic check.
