Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the company nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. If an exclusion ground applies, the bidder may need to show self-cleaning measures, if allowed by the procurement documents or the law. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must prove previous experience in vehicle leasing. For Lot 1, the bidder must have leased at least three four-wheel-drive passenger cars during the last 36 months, and the service must have been full-service leasing. For Lot 2, the bidder must have leased at least one fully electric passenger car during the last 36 months, and this must also have been full-service leasing. Experience may be demonstrated with one or more contracts, but at least a 12-month performance period of a qualifying contract must fall within the 36-month reference period. In the ESPD, the bidder must provide the vehicle make and model, contract value, contract date, handover date, performance period, the contracting partner’s name and registration code, contact person details, and, where applicable, the public procurement reference number. If the bidder relies on the capacities of another company, that company’s consent and the relevant details must be submitted. The bid must also include the technical documentation and required forms so that the contracting authority can verify compliance of the vehicles offered with the requirements.
