Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including participation in a criminal organisation and corruption. If any exclusion ground applies, the bidder may need to explain self-cleaning measures and, where requested, provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must meet turnover requirements. For Lot 1, the total annual turnover from the last three completed financial years must be at least EUR 300,000 in each financial year; if the bidder tenders for both lots, the turnover must be at least EUR 500,000 in each financial year. For Lot 2, the turnover must be at least EUR 200,000 in each financial year; if the bidder tenders for both lots, the turnover must be at least EUR 500,000 in each financial year. The bidder must provide the turnover figures for the last three completed financial years and, if requested, an extract from the annual accounts or another supporting document. The contracting authority may verify the data from public registers.
The bidder must confirm that the bid complies with the procurement documents. Conditional bids are not allowed. In a joint bid, the partners must appoint an authorised representative and attach a power of attorney. The bid price must be submitted in euros excluding VAT, with two decimal places, and all lines must be completed without changes or conditions. The technical description of the offered products must be submitted on the required form, and a general compliance statement alone is not sufficient. If an equivalent product is offered, the equivalence must be explained and supporting evidence must be attached.
The wood used in the furniture must come from legal sources. The bidder must confirm that only legally harvested wood is used and must provide proof of the wood origin upon delivery of the furniture. Suitable proof includes, for example, FSC certification, a FLEGT licence or a CITES licence.
