Qualification criteria and exclusion grounds
The bidder must submit the procurement passport and the confirmations and documents required by the compliance conditions. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the procurement documents. For compliance, the bid must be unconditional and the bidder must confirm that it accepts all conditions set out in the tender documents. If subcontractors are used, Form 1 must be submitted with the names, registration codes, description of the work or service and subcontracting volume of the planned subcontractors, and the bidder must confirm that it will not involve subcontractors subject to replacement. For performance of the work, the bidder must provide the diver’s details and evidence of at least one diver detection operation in water at a minimum depth of 20 metres, the site supervisor’s details and evidence of experience in managing at least one offshore lifting and/or installation operation for a structure not connected to the shore and weighing 100 tonnes, and the marine biology lead expert’s details and evidence of relevant higher education and experience in at least two seabed biota and habitat surveys. The bidder must also provide the contractual contact person/project manager’s details, a work execution plan, a separate biota survey plan and a description of the lifting equipment to be used at sea.
