Compliance requirements
The machine-readable notice states the usual exclusion grounds under national procurement law and asks the bidder to confirm that none apply. It also asks whether the bidder is ready to provide explanations of self-cleaning measures if any exclusion ground exists. In addition, the bidder must confirm that there is no direct or indirect involvement in preparing this procurement, including by team members, and that there is no conflict of interest. The notice also includes a national restriction on who may submit a bid based on the bidder’s place of establishment or residence, but the exact applicability must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the offer in the format required by the tender documents and confirm that the offer complies with the requirements and, where necessary, that equivalence has been explained and supporting evidence has been attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also indicate any trade secrets in the offer and justify why the information is treated as confidential; the offer price and other numerical indicators used for evaluation may not be marked as trade secrets. The service provider must confirm that the service providers have not committed an offence against a minor or a personal offence and that no proceedings for such offences are pending during the training or service period. The team requirements are specific: at least 6 members, namely a project manager and at least 5 coaches; the project manager must have higher education and project management experience from the last 36 months. The coaches must have higher education, internationally recognised training or certification (ICF, ESCÜ, EMCC or other equivalent) and at least 36 months of work experience with children and young people. At least 2 coaches must be able to provide the service in Russian. The bidder must submit a document proving the project manager’s higher education, a description of the project manager’s previous project management experience, and documents proving each coach’s education and training. The bidder must also name the coaches who can provide the service in Russian and describe each coach’s work experience with children and young people in years, by name and duration of experience in years, as required by the notice and tender documents, if applicable.
