Compliance requirements
The machine-readable notice states the standard exclusion grounds under Estonian public procurement law: the bidder may be excluded if its managers or representatives have convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; if it has been convicted for illegal employment of foreigners or for violating foreign workers’ employment conditions, including paying below the statutory wage; if it has been convicted for illegal use of child labour or human trafficking; if it has tax, social security or environmental tax arrears; or if the contract would breach an international or government sanction. The contracting authority may also exclude a bidder for serious or repeated breach of an earlier public contract. In a joint bid, each joint bidder must submit the confirmations separately. If the bidder relies on another company’s technical or professional capacity, the same exclusion confirmations must also be provided for that company.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 100,000 in each of the last three financial years that had ended by the start of the procurement. If the contracting authority cannot obtain this information free of charge from public registers, the bidder must provide an extract from the annual accounts or another suitable proof. If the bidder relies on another company’s resources, the details of that company must also be provided.
Within the 36 months before the start of the procurement, the bidder must have completed at least one design consultancy contract that also included design and/or development work. The contract value must be at least EUR 20,000 excluding VAT. If the contract is still ongoing or only part of it falls within the reference period, only the part delivered to and accepted by the client by the start of the procurement may be counted. If needed, the bidder must provide the contract description, value, dates and information about the other contracting party, including the client representative’s contact details and the public procurement reference number.
The bidder’s team must include a project manager, a UX designer and a developer. The project manager must have at least 2 years of experience as a project manager for web design projects in information systems or information technology within the last 6 years. The UX designer must have at least 2 years of experience as a UX designer for digital products within the last 6 years. The developer must have at least 2 years of experience developing UI components within the last 6 years. The required team members’ CVs must be submitted on the contracting authority’s forms. The team must include at least two different persons; one person may cover up to two roles, but every required role must be covered and the person named for that role must meet the role requirements. If a specialist is not employed by the bidder, that specialist must sign the CV to confirm consent to participate in contract performance.
