Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 350,000. Joint bidders may aggregate turnover. If requested, the bidder must provide the latest annual report or other documents proving turnover.
Within the 36 months preceding the start of the procurement, the bidder must have performed at least 1 software development contract with a total value of at least EUR 300,000 excluding VAT. If requested, the bidder must provide a client confirmation stating that software development was carried out under the contract, together with the contract duration and value.
The bidder must confirm that it has at least a 6-member team available for contract performance. The key team members must be able to work with the contracting authority in Estonian and with technical and functional specifications prepared by external parties in Estonian and English. The team members must meet the requirements set out in the tender documents.
The bid must include a project plan covering at least the work stages, sequence and dependencies of activities, methodology and work organisation, resources and roles, risk analysis and mitigation measures, communication and cooperation arrangements, handling of integrations and dependencies, and the organisation of deployment and transition.
The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to the Russian Federation in the manner described in the sanctions rules.
