Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 750,000 in each of the last three completed financial years for each lot it bids for. If the bid is submitted for both lots, the total net turnover must be at least EUR 1,500,000 in each of those financial years. The bidder must provide the turnover figures for the last three completed financial years, and the contracting authority may request an extract from the annual accounts or other proof. For an Estonian legal entity, documents already available in public registers do not need to be submitted. As regards technical capacity, the bidder must have properly performed at least three furniture supply contracts, including installation, transport and related works, within the last 36 months, with a value of at least EUR 200,000 excluding VAT per contract. If goods are supplied under a framework agreement, qualification may be demonstrated through contracts concluded and performed under that framework agreement. The bid must comply with the tender documents, including the pricing form, and any equivalence must be explained with supporting evidence. For lots 1 and 2, the bidder must also note that conditional bids are not allowed and the price must be submitted in the required structure.
