Qualification criteria and exclusion grounds
The bidder must not have any exclusion ground under § 95(1) and § 95(4)(8) of the Public Procurement Act. The machine-readable notice did not provide precise exclusion details, so they must be checked in the tender documents.
To qualify, the bidder must demonstrate at least the following:
- within the 60 months before publication of the contract notice, at least 2 contracts for designing the construction or reconstruction of technological process facilities and the installation of new technological equipment at a wastewater treatment plant (> 50,000 PE), from the initial project stage to at least completion of the preliminary design stage;
- within the 60 months before publication of the contract notice, at least 2 contracts for construction works at a wastewater treatment plant (> 50,000 PE) involving the construction or reconstruction of technological process facilities together with the installation of technological equipment;
- for the design and construction experience, the bidder must provide the contract conclusion and performance dates, contract value, a short description of the work performed, the other contracting party’s details, and, in the case of a public procurement, the reference number; the contracting authority may request proof of contract performance;
- the designer must be at least a Certified Water Supply and Sewerage Engineer, level 8, with specialisation in external water supply and sewerage and competence in preparing construction designs, or equivalent;
- the project manager must be either a Certified Water Supply and Sewerage Engineer, level 8, with specialisation in external water supply and sewerage and competence in managing construction activities, or a Diploma Engineer in Civil Engineering, level 7, with competence in managing construction activities;
- the site manager must be either a Diploma Engineer in Water Supply and Sewerage, level 7, with specialisation in external water supply and sewerage and competence in managing construction activities, or a Diploma Engineer in Civil Engineering, level 7, with competence in managing construction activities;
- the project manager and the site manager must be different persons;
- the bidder must provide details of the specialists and evidence of their professional qualifications, or, if the qualification was obtained abroad, a certificate issued by the competent authority confirming equivalence.
