Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption and fraud. If any exclusion ground applies, the bidder may need to provide evidence of self-cleaning, if allowed by the procurement rules and the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 1,000,000 for the last three years, 2023–2025, and provide evidence in accordance with the tender form. Before starting the works, the contractor must take out construction all-risk insurance with a compensation limit at least equal to the contract price including VAT, and civil liability insurance with a minimum compensation limit of EUR 150,000; the deductible may not exceed EUR 30,000 for the all-risk policy and EUR 15,000 for the liability policy. The team must include a construction project manager, a site manager and a design works manager. The project manager must have at least a master’s degree in construction or water management, a diploma-qualified water supply and sewerage engineer qualification at least level 6, registration as a responsible specialist in the construction field for the activity area of public water supply or sewerage, at least 5 years of experience as a water supply and sewerage project manager, participation in at least one contract worth at least EUR 400,000, and good Estonian language skills. The site manager must have at least higher, applied higher or vocational secondary education in construction or technical studies together with the relevant professional qualification of at least Construction Manager level 6, at least 3 years of experience, registration as a responsible specialist in the construction field, participation as site manager or foreman in at least three public water supply and sewerage construction or reconstruction contracts, at least one of which was worth at least EUR 400,000, and good Estonian language skills. The design works manager must have at least a master’s degree in construction or water management, a diploma-qualified water supply and sewerage engineer qualification at least level 7, registration as a responsible specialist in the design field, and participation during the last three years in at least three contracts involving the design of public water supply and sewerage construction or reconstruction works. The tender must comply with the tender documents and, where necessary, equivalent solutions must be supported by evidence.
