Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may be allowed to prove self-cleaning measures where the procurement rules and tender documents permit it. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last three completed financial years must total at least EUR 800,000. Proof is submitted only upon the contracting authority’s request; in the bid it is enough to state the turnover in the ESPD. The bidder must have performed at least 1 IT analysis and/or development contract during the 36 months before the start of the procurement, with a value of at least EUR 100,000; the contract may still be ongoing if the value requirement is met. The bidder must provide the contract description, value, performance period and details of the other contracting party. Under the compliance requirements, the bidder must submit a completed CV form proving that the team meets the minimum requirements, and a trial task prepared in line with Annex 6. The bidder must confirm that the trial task was created only by the persons listed in the CV form and actually assigned to perform the contract, that no third-party copyright materials were used unlawfully, that the creators have granted the right to use the trial task for the procurement procedure, and that the trial task has not been published earlier in a way that would undermine its originality. The bidder must also confirm that all specialists listed in the CV form have agreed to participate and will in fact take part in contract performance, and that working time is recorded and invoiced according to actual time spent. If the bid is submitted as a joint bid, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include more precise qualification or compliance requirements; the rest must be checked in the official tender documents.
