Compliance requirements

The machine-readable notice includes standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other mandatory grounds under the procurement rules. Qualification criteria and exclusion grounds

By the bid submission deadline, the bidder must hold a valid community licence within the meaning of Section 39(1) of the Public Transport Act. The bidder must confirm the licence in the ESPD and provide a copy on request. The bidder’s net turnover in each of the last three financial years completed by the start of the procurement must be at least EUR 1,200,000 per year. If the bidder relies on the resources of another entity, it must prove that the other entity has the necessary resources available and that they can be used for contract performance; in that case the other entity must be jointly liable for performance and must submit a separate ESPD and consent. The bid must also include the bid price and its calculation in the forms required by the tender documents. The bid must comply with all tender document requirements and conditional bids are not allowed. For the buses, the bidder must provide data and evidence that the buses used comply with the technical description and are owned by, or otherwise legally available to, the bidder no later than 11 June 2027. The tender documents also include a requirement concerning the possible use of at least 3 zero-emission buses from the third month of service. In the case of a joint bid, an authorised representative must be appointed and the required powers of attorney and consents must be attached.
