Compliance requirements

Qualification criteria and exclusion grounds

The bidder must be entered in the relevant professional register in its country of establishment or hold the licence or registration required to provide paid passenger transport services. An Estonian bidder must have a valid public transport operating licence under Section 39(1) of the Public Transport Act or a taxi transport licence under Section 54(1); a foreign bidder must have the registration or operating licence required in its country of establishment and, on the contracting authority’s request, provide a copy or other appropriate proof. The financial capacity requirement is clear: the bidder’s net turnover in each of the last three financial years ended by the start of the procurement must be at least EUR 250,000 per year, i.e. at least EUR 750,000 in total. When submitting the bid, the bidder must confirm that the bid complies with all conditions set out in the tender documents. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The required price offer and vehicle-kilometre price calculation must also be submitted.
