Compliance requirements
The notice includes the standard mandatory exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and the related self-cleaning option where applicable. The bidder must confirm whether any of these grounds apply to the company or to persons who manage, represent or control it. If an exclusion ground exists, the bidder may need to explain rehabilitation measures and provide supporting evidence. The exact wording and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the relevant professional register in its country of establishment or hold the licence or registration required to provide paid passenger transport services. An Estonian bidder must have a valid public transport operating licence under Section 39(1) of the Public Transport Act or a taxi transport licence under Section 54(1); a foreign bidder must have the registration or operating licence required in its country of establishment and, on the contracting authority’s request, provide a copy or other appropriate proof. The financial capacity requirement is clear: the bidder’s net turnover in each of the last three financial years ended by the start of the procurement must be at least EUR 250,000 per year, i.e. at least EUR 750,000 in total. When submitting the bid, the bidder must confirm that the bid complies with all conditions set out in the tender documents. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The required price offer and vehicle-kilometre price calculation must also be submitted. Any additional precise qualification or compliance requirements stated in the tender documents must also be checked in the official documents.
