Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorism-related offences, fraud and other listed grounds. The machine-readable notice did not include the full precise list, so the official tender documents must be checked. The bidder may also need to confirm self-cleaning measures where applicable.
Qualification criteria and exclusion grounds
The bidder must prove that it has carried out at least 1 similar construction contract within the last 60 months. A similar contract means construction of a concrete surface with utility lines, where the volume of concrete works was at least 3,000 m2. Road and yard construction with utility lines and concrete works may be separate projects or contracts, but the required volume of concrete works including utility installation must be met. If the work was carried out under a public procurement procedure, the relevant reference number and a confirmation from the client or contact person that the work was performed in the required volume and properly must also be provided. If the bidder relies on the capacities of another entity, a written and signed consent from that entity and proof that it will participate directly in contract performance at least for the part relied upon must be submitted. The person responsible for design must have the following qualification: civil engineer level 6 or higher with specialisation in building design, or chartered road engineer level 7 or higher with competence in bridge construction and maintenance or road construction and maintenance. That person must have experience within the last 15 years in designing concrete pavements on at least two different sites covering at least 3,000 m2, and the experience must be evidenced by documents showing the site, type of work, total volume, period of performance and confirmation from a third party.
