Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other grounds listed in the tender documents. The machine-readable notice did not include the full precise list, so the exact exclusion grounds and any self-cleaning options must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder's net turnover for the last financial year ended before the start of the procurement must be at least EUR 417,000. Joint bidders may combine turnover figures. If the bidder relies on the resources of another company, the bidder must also provide the other company's details and, where required, that company's consent and supporting evidence.
For technical and professional capacity, the bidder must submit a list of public road construction contracts completed within the 60 months before the start of the procurement. The contracting authority may also require confirmation from the client that the works were carried out properly.
The tender must comply with the tender documents. The bidder must submit the fully completed HD IV bill of quantities as an Excel file and must not change the work descriptions, quantities or other data provided by the contracting authority. The bidder must also confirm that it accepts the terms of the contract notice and procurement documents, submits a bid only on the matters requested, and does not use a subcontractor that would have to be replaced under Section 122(7) of the Public Procurement Act (RHS).
