Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds under Section 95(1) of the Public Procurement Act apply, including convictions for organised crime, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of foreigners, child labour or human trafficking, tax or social security debt, or being subject to an international sanction. The bidder must also confirm that none of the optional exclusion grounds apply, such as serious or repeated breach of a previous public contract or false information / failure to submit required qualification documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 1,400,000. If the financial year does not coincide with the calendar year, this requirement applies to the last three completed financial years. At least six months must have passed since the end of the last completed financial year by the time the tender is submitted. The bidder must provide an extract from the annual accounts or other proof of turnover requested by the contracting authority.
Within the 60 months preceding the start of the procurement, the bidder must have properly performed at least three contracts for similar electrical construction works, and at least one of them must have had a value of at least EUR 500,000 excluding VAT. A list of the contracts must be submitted, including the performance period, details of the other contracting parties, and, in public procurements, the reference numbers. The contracting authority may request evidence that the contracts were performed properly.
The tender must include the completed Form 1 price quotation table. The bidder must have a person managing electrical works with valid A-level competence or at least level 6 qualification under the Vocational Qualifications Act, and that person must be entered in the EPP environment before the opening of tenders. The bidder must also have a person designated as responsible for the work operation, entered in Elektrilevi’s partner portal before the opening of tenders. If subcontracting is used, Form 3 must be submitted. The bidder must also provide the details of the contract signatory and contact person, and a power of attorney if needed. The bidder must be ready to use Elektrilevi’s partner portal for contract performance.
