Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for the listed offences, such as participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. If an exclusion ground applies, the bidder may have to show self-cleaning measures, where allowed by the tender documents or law. The machine-readable notice did not include a complete list of all exclusion grounds; the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the relevant professional register or, in Estonia, hold a business notice for design and construction in the Register of Economic Activities. For bidders registered elsewhere, the rules of the country of establishment apply.
Financial requirement: the bidder’s net turnover in the field related to parking-lot construction over the last three financial years must be at least EUR 100,000.
Technical requirement: the bidder must have three properly completed parking-lot construction contracts from the last five years with a total value of at least EUR 100,000. If the referenced contracts are visible in the public e-procurement register, the contract reference number must also be stated in the description.
The bid must be submitted on the basis of the bill of quantities. Conditional bids are not allowed. If the bidder’s right of representation is not visible in public registers, a power of attorney must be included. In the case of a joint bid, an authorised representative must be named and the joint bidders’ power of attorney must be attached. The bidder must also confirm compliance with the environmental requirements.
