Compliance requirements

The machine-readable notice included exclusion grounds for criminal organisation involvement, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. Qualification criteria and exclusion grounds

The bidder must show a total net turnover of at least EUR 4,000,000 in each of the last two completed financial years; if the financial year follows the calendar year, these are 2025 and 2024. The bidder must also submit evidence of one properly completed similar construction contract from the 60 months before the publication date of the contract notice. The bidder must provide a list of contracts with partner names, contact details, the object, the closed net floor area and the contract period, and, if requested, a confirmation letter from the client. When submitting the bid, the bidder must include Form 2, Form 3 and Form 4, and for qualifications issued outside Estonia, a document from the competent authority and an Estonian authority's confirmation of equivalence. The project manager must hold at least a Level 7 certified civil engineer qualification in building construction and construction management, or an equivalent qualification. The site manager must hold at least a Level 6 civil engineer qualification in building construction and construction management, or at least a Level 6 construction manager qualification with the integrated specialisation in general construction, or an equivalent qualification. The project manager and the site manager may not be the same person. For the construction project manager and site manager, all data required in Form 4 must be provided.
