Compliance requirements
The machine-readable notice includes standard exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. If any of these grounds apply to the company, the bidder must answer accordingly and may need to provide evidence of self-cleaning where allowed. The notice also refers to exclusion grounds for first-tier subcontractors during contract performance. Exact details and any applicable exceptions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show an average annual turnover of at least EUR 9,000,000 for the last three financial years within the period 01/01/2023–31/12/2025. If the financial year does not match the calendar year, the bidder must provide data for the completed relevant periods.
The bidder must have, within the last 60 months, at least 1 similar building reconstruction or completed construction project as the main contractor. The enclosed net floor area of the works must be at least 5,000 m². Similar buildings include, among others, residential buildings with three or more apartments, care institutions, dormitories, hotels, other accommodation and catering buildings, office and administrative buildings, transport buildings, entertainment, education, healthcare and other public buildings, as well as detention facilities and rescue service buildings.
The bidder must hold a heritage conservation operating licence for the conservation and restoration of a monument and a building located on a World Heritage site. The contracting authority will verify this itself using the cultural heritage register.
The bid must confirm compliance with the tender documents, that no conditional bid is submitted, that a power of attorney is attached in the case of a joint bid, and that equivalence has been explained and supporting evidence attached where necessary. The bidder must also submit the bid price in the required structure and confirm that only wood from legal sources is used in the furniture products and that proof of wood origin will be provided upon handover of the furniture. For REACH candidate substances, all substances contained in the product or any component above 0.1% by weight must be declared.
