The tender concerns the purchase of occupational health services for the Eesti Energia group. Compliance requirements

The bidder must confirm that none of the exclusion grounds under § 95(1) of the Public Procurement Act apply to it. In plain terms, the bidder and its relevant managers or representatives must not have convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; for unlawful employment of a foreign national or breach of foreign workers’ employment conditions, including paying less than the statutory wage; or for illegal use of child labour or human trafficking. The bidder must also not have tax, environmental charge or social security contribution arrears, and the contract must not conflict with international sanctions or sanctions of the Government of Estonia.

Qualification criteria and exclusion grounds

The bidder must provide the net turnover figures for the last financial year ended by the time the procurement was launched, covering the last three financial years. The minimum required turnover depends on the lot: at least EUR 600,000 for lot 1, at least EUR 1,000,000 for lot 2, and at least EUR 50,000 in total for lot 3. The bidder must have performed at least one occupational health service contract within the 36 months preceding the launch of the procurement. For lots 1 and 2, the contract value must have been at least EUR 100,000 excluding VAT; for lot 3, at least EUR 40,000 excluding VAT. The bidder must provide the client’s name and contact details, a short description of the contract, the contract value, and the completion date by month. For lot 1, the bidder must provide occupational health services in Tallinn and Tartu and submit the addresses of those service locations. The service provider must also have an electronic web-based self-service environment that complies with the requirements set out in technical specification points 2.4.1–2.4.4 and 2.4.4.1; the bid must include a link to the environment or other documents that allow the contracting authority to verify compliance. The bidder must also submit the completed price table for the relevant lot, and for lot 1 a valid occupational health service operating licence no later than 3 working days before contract signature. The licence must cover the service location stated in the bid.
