Compliance requirements
The machine-readable notice includes standard exclusion grounds from the Estonian Public Procurement Act, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may have to explain self-cleaning measures and, where available, provide evidence or electronic references. The exact list and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 20,000 per year. The turnover must be provided separately for each year. During the 36 months before the publication of the contract notice, the bidder must have provided outdoor landscaping maintenance services on at least two properties, including general plant care, planting, pest and disease control, and pruning of trees and/or shrubs. Each such contract must have lasted for at least 6 consecutive months. The bidder must submit a list of the contracts with the partner names, contact details, site address and contract period; for contracts awarded through public procurement, also the reference number. The service must involve a project manager or landscaping maintenance specialist who has either a level 4 gardener, landscape constructor or arborist qualification, or equivalent vocational/higher education with at least 3 years of professional experience, or at least 5 years of experience in landscaping maintenance. A signed CV must be submitted for this person, and if the qualification is based on education, the relevant proof must also be attached; work experience may be proven by the client’s confirmation, a contract or a contract document. If the professional qualification was obtained outside Estonia, a document from the competent Estonian authority confirming recognition must be provided. The tender must also include Form 2 participation application, Form 3 price table, Form 4 signed CV and, where applicable, Form 5 client confirmation. The bidder must confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary, and that the environmental requirements are met. The machine-readable notice did not include any more precise requirements; these must be checked in the tender documents.
