Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, and terrorist offences or offences linked to terrorist activities. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list in one place, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 900,000; assuming a calendar financial year, this means 2024 and 2025. During the last 60 months, the bidder must have properly completed at least 2 similar construction contracts, where the bidder acted as main contractor or contractor and the project involved parking areas, activity parks, playgrounds or sports fields on a plot of at least 2,000 m². The project manager must have at least 5 years of construction experience and either a Level 7 diploma as a construction engineer or a Level 7 diploma as a road engineer; in addition, the project manager must have experience managing at least 2 similar construction projects as project manager. The site manager must have at least 5 years of construction experience and either a Level 6 construction engineer qualification or a Level 6 road engineer qualification; in addition, the site manager must have experience managing at least 2 similar construction projects as site manager or project manager. The project manager and the site manager must be different persons. For Estonian professional certificates, the contracting authority checks the certificate in the public register; for foreign qualifications, the bidder must provide the qualification document and confirmation from the competent Estonian authority that it is equivalent. The tender must be submitted using Form 2, Form 3 and Form 4, with all required data completed correctly.
