Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud and other mandatory grounds under the procurement rules. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning. The exact list and any detailed confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment, if such registration is required there. The average annual turnover for 01.01.2023–31.12.2025 must be at least EUR 250,000 per year; joint bidders may aggregate the figures. To prove technical and professional capacity, the bidder must have properly performed similar contracts within the last 36 months with a total value of at least EUR 120,000 including VAT, resulting in at least 9 internal audits, of which at least 2 were in public sector entities. For contract performance, the bidder must form a team with at least 2 internal auditors, 1 internationally licensed IT auditor and an audit lead. The audit lead must have experience as audit lead in at least one internal audit carried out within the last 12 months. At least one team member must have experience in at least two internal audits in public sector entities within the last 36 months, and all team members must have experience in at least two internal audits within the last 36 months. All key specialists who will directly provide the service must speak Estonian well enough to perform their daily duties without assistance. The tender must include a detailed service description, a team description and copies of documents proving the team members’ competence or professional qualifications. If the bidder relies on the capacities of another entity, that entity’s corresponding ESPD and consent must also be submitted.
