Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud and other standard exclusion grounds from the ESPD. If an exclusion ground applies, the bidder may be asked to confirm it and, where allowed, to provide evidence of self-cleaning. The exact list should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment, and the contracting authority may require proof of registration. For technical and professional capacity, the bidder must have properly performed at least one similar construction contract within the last 60 months. One contract must have had a value of at least EUR 150,000, and the total value of contracts completed within the 60-month period must be at least EUR 700,000. Similar work means construction of a power plant or substation. The bidder must provide details of the completed works, including the EHR code of the structure or an explanation of its purpose, the period of performance, the client’s contact details, the content of the works and the contract value; if needed, also Annex 4 form VI. At least two responsible specialists must be involved in performance of the contract: a site manager with at least Construction Engineer level 6, specialising in building construction and construction management, or an equivalent qualification; and a site manager responsible for electrical works with either a Chartered Electrical Engineer level 7 specialisation in consumer electrical installations or a Chartered Electrical Engineer level 7 specialisation in electrical networks and systems, or an equivalent qualification. Category A competence certificate is not accepted as equivalent. For both specialists, the bidder must submit documents proving competence and a confirmation of participation in the tender on Annex 4 form VII.
