Compliance requirements
The bidder must confirm the mandatory exclusion grounds related to criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise exclusion wording, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s team must include at least 1 specialist holding the qualification certificate “Responsible Specialist for Security Systems, Level 5” or an equivalent qualification. The specialist’s name and certificate number must be provided in the ESPD, and the bidder must submit a copy of the qualification certificate if requested by the contracting authority. The specialist must be involved for the entire duration of the contract. The machine-readable notice did not include any other precise selection, suitability or compliance requirements; these must be checked in the official tender documents.
