Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have properly performed at least 3 similar works contracts during the last 60 months. Similar contracts are maintenance, renewal or construction works for water bodies, land improvement systems or roadside ditches. At least one of the three contracts must include at least one maintenance or construction work for a land improvement system within the meaning of the Land Improvement Act. If the works were carried out under a framework agreement, qualification may also be demonstrated by contracts concluded and performed under that framework agreement. The bidder must submit a list of completed contracts with the contract dates, performance dates, description of the works and details of the other contracting party. If requested, the bidder must also provide confirmation from the other contracting party that the contracts were performed properly. If the bidder relies on the resources of another company or a joint bidder, the details of that person and, if necessary, their consent must also be provided. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the official tender documents.
