Compliance requirements
The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds under the Public Procurement Act. If such a ground exists, the bidder may need to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, if registration is required under that country’s law. The average annual net turnover for the last three financial years completed by the time the procurement started must be at least EUR 1,800,000 per year for the period 01/01/2023–31/12/2025. The liquidity ratio for the last completed financial year must be at least 1, calculated as current assets divided by current liabilities. The successful bidder must, if requested, provide extracts from the last three annual reports or another appropriate proof. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
